Its quite amazing how we all in our own way have a different way of calculating speed on different green speeds. One way or another we all seem to have something that works for us.
In the early days I used the following table, most of which is in my head now if I have not had too much to drink, in which case I start using a calculator again. Another thing is variations in putter used and also ball.
The table is based on my NIKE method putter and callaway (level 34 slow meter)
As a general rule of thumb I use the following (examples below)
12 foot putt, no uphill or down hill = 12 x 0.725 = 8.7 feet so would hit 9 feet of power
12 foot putt, 2 up = 12+2 = 14 x 0.725 = 10.15 feet so would hit 11 feet of power
12 foot putt, 2 down = 12 - 2 = 10 x 0.725 = 7.25 feet so would hit 7.25 feet of power
On more increased ups and downs I tend to rely on the following for example:
16 foot putt, 8 up = 16 + 8 = 24 x 0.725 = 17.4 feet but I add 1/4 of the distance up so would actually hit 19.4 feet of power
16 foot putt, 8 down = 16 - 8 = 8 x 0.725 = 5.8feet but I take of 1/4 of the distance down so would actually hit around 4 feet of power only.
This is only a guide to my basics, of course on some greens there is up and downhill during the putt which really takes experience and a good memory. I used to just go into practice games, trial and error on greens and use up some cheapo balls by constantly taking mulligans.
