I think for a many clubs starting up yu could advertise in the Country Club Corner or even in the Community Introductions thread.
I would do the latter, since new people are more likely to be there and they will see your post.
sell yourself first , put on some charm and enthusiasm.. you are looking for Founding Members to help build the club. You have some awesome ideas and willing to build on others ideas. Free beer at the 19th hole!
Remember Rome wasnt built in a day. I think it took me a few months before I had my first 50 members.
