Country Clubs have competitions like that. But you'll need to join one first...after that, you can create your own tournaments with your rules. Unfortunately, you can't decide what tees to play from so its a bit unfair when Legends have to play for the tips with Starter clubs. Maybe they'll add that feature in the future. But for now, you could set up different tournements for players from each tier.
