  It should be possible to make a flop with a wedge from the green above a bunker.
  (at the 17th of st Andrews for example)

  Maybe it should (why?) but it won't.

  Only full or punch shots are said to be successful on the greens.

  Take it as a fact - they are WGT, hope is futile...
