* "In short, make the deadline for starting a tournament before a certain time, so that when this time has come, this tournament is simply no longer listed and available. As it stands, the deadline is for finishing the tournament before a certain time; this tournament is still listed and available, no matter how little time is left. This latter system is defensible in some ways, but is clearly faulty in that it allows absurd time outs toward the end of a round."
Note that my idea does include a pitfall, easily averted. In order to avoid someone starting a tournament at the last minute, saving it midway and, with excessive temporizing, holding back the final tabulation of scores, the rule would be that a tournament must be completed within 24 hours.
