  I entered an Alternate Shot game and decided to use the free CC pass. I activated it at the beginning of the round, and a few seconds later, one of the players disconnected and the game was forfeited, and I lost my pass. Is this normal? If it is, it should be changed..

  Been that way, not going to change.  Good news is you get another one in 12 hours.

  In the case of your CC, since it is not giving them anything important, you and the club have lost nothing.  For heavens sake, don't purchase a pass to replace the one that didn't give you anything. As mentioned another appears in 12 hours.

  I didn't purchase another one to replace the free one.

   

  This is really stupid that the pass just disappears because a player disconnects..oh well. I'll avoid using the pass with alt shot games then.

  That is the best approach.  After it happened to me I went to playing just a random single hole.  No more lost passes.  Also, with your CC @ Level 19, should have no effect at all.
