why can't i add friend i do not have that tab at top right hand corner of thier profile to add or remove or send a private message.
what tabs do you see there?

It isn't a tab at all, are you sure you are looking in the correct place? on the profile, there is a button that should be visible for anyone not already not your friends list, as shown below.
