suppose i have a30ft putt and my putters scale is 45ft but there is a 20in elevation rise...for a total of 50ft. so my question is can i change the scale (raise)??
Yes, you can change scale as high as you need to.

All you need to do to change the scale is scroll up or down with your mouse wheel (for increasing and decreasing increments, obviously), or click the arrows next to the meter while putting.
