  What is the fastest way for a player to earn the next tier ?  does the players level affect  his/her tier ?

  Fastest way is to play ranked rounds and post all scores.   Levels do not affect tiers.

  1 xp point every time you hit a ball in any mode. Bear that in mind.

  Can you tell me why when you go into the pro shop to buy none of them have the correct tier or level all are different. I'm a Tour Pro level 66. When I go in to buy balls it shows me as Hack+ 0 for level and looking for clubs it is Tier 0l level 35.

  That just means a Hack at level 0 and above can purchase that item (basically everybody), 

  Other items may say Hack level 29+, which means anyone with a level 29 or higher can purchase said item.
