Holding the left clicker on the mouse for about a full 7 seconds, the left & right side of the meter blue lines starts compressing towards the white center (dinger) line.  What does this mean for the putt?

It means the longer you wait in the swing ready position without letting go, the smaller your window or margin of error becomes. Its adding the preasure of time to your stroke and is meant to be a distraction. Once you decide what works best regarding the rythm and speed of your swing and preshot routine... it can usually just be ignored.

It only happens on non-full shots by the way.

That is your forgiveness bar getting smaller. The bigger the bar the more forgiving your putter will be. The longer you hold the button the smaller it gets. Smaller bar less forgiveness but if you hit the ding it doesn't really matter how small it gets. Miss the ding badly and it doesn't  matter how big the forgiveness bar is you are still going to miss the putt. Unless you read the putt so poorly that the ball went right into the hole. I have done that a few times. And just had to laugh!
