Your score history does not show a single ranked round. You need to play stroke play ranked rounds for any of your stats to change. (You have only played a total of 39 ranked rounds since you started playing over 6 years ago)

The average is good enough to be promoted, must be some ranked rounds are missing.
Your main occupation is A/S (5000+ rounds) apparently which do not, in any case, contribute to the desired promotion.
