  It would be interesting to see what player the TL and TC is. Because my understanding is the same as yours.

  The "mobile move" isn't restricted to a level or tier. I would post the Tour Champ, but I don't think it's allowed to post player info

  Have noticed players promoted on mobile for what appears to be combination of level progression and quality play in high stakes coin games with far fewer ranked round than is believed to be required ... less than 100, when 500 is required for saturation at legend...

  It's a different path, apparently. In the mobile environment, where mobile games are all "practice", levels replace the RRs as promotional levers.

  I've yet to see a high rank with an 150 ave. (*), but, via PM, I was shown a TC with 12 rounds, L103, ave. 58.x, the only RR on the record played last year, as a Champion.

  Looks like there are too many hidden rules and mechanisms at work to keep track and to explain from here.

  I'm sure that's the player I was talking about. The dude is amazing! Definitely plays at the Tour Champ level.
