  I've used Vimeo for hosting videos. It's basically like ImgBB but for videos instead of pictures. I just had a quick look and it allows you up to 5GB of storage with a free account but you are limited to 500MB of uploads per week. Maybe still too small (500MB) for game files but ok for short highlights?

  Most modern video cards and drivers offer some sort of capture feature. NVidia for example allows setting a key to save the last minute, two, or more). XBox game overlay does same thing. It is built into Windows 10. Investigate. 
  
  I hit - on keypad, and it saves the last 2 minutes (how I have it set) as video in the folder I specify.
