There is no definitive answer.
If you are into ranked 9-hole and/or 18-hole strokeplay/tournament rounds, the basic conditions are a 67.0 average plus 30 ranked rounds.
If you mainly play "mobile" games (H2H, coin rooms...), conditions are completely different.
