    I belong to the Cincinnational Golf Club in WGT.  We have a base of active members but the Club owner and only officer has not been active for three years.  Is there a way to elect officers from our active base so we can become an active club?

    I would create your own club, and message your members of the situation and take it from there.

    Looks like it’s going to work out.  The owner tuned in to WGT after a wall post from the OP.

    Only the owner can elect officers and decide on their powers. Without an active owner, options are very limited. He has the exclusive power to promote members to the "Member" role which - usually - give powers to create CC tournaments, and to promote other members (frequently directors) to act on minor management tasks.

    Nevertheless, the main powers stay with him, exclusively.

    IMHO, a CC w/o an active owner is dead like the proverbial dead horse, regardless of other activities.

    They're just oblivious...
