question on premium Tournys

  OK

  First I have been here a few months now, and this is  my first post and question, want to say great site, I been lurking on the fourms, and am sure i have seen this question before but cant find it,

  when i try and play a premium tourny its says i cant becaues my country or state does not allow it, I live in Arizona, is this the reason I cant play premium tournys,

  thanks for any answers, as i know its problly a stupid question,
