No unfortunately not, that's why people dislike those that constantly quit.
However not all disconnects are people quitting, the game has quirks where people just get disconnected. Most courteous players will message you somehow and let you know that is what happened.
You'll know the difference, usually when the other player is having either a bad hole or a bad round. The ones I detest are the ones that do it on the last hole when they are losing.
