placement of ball after lost ball, out of bounds or water ball

  Why can't we have the choice of either re-hitting the shot or taking a drop close to the point where ball got lost,  went out of bounds or went into the water?...I know it can be done, because on #1 at the old course when you go in the burn you don't go back to the tee, but hit your 3rd shot from where it went in.   You have that option in real golf...why not here?

  It all depends what hazard you went into. The closest point of relief is very strictly regulated.

  As for out of bounds.....that is always a stroke and distance penalty, which means retee it or as the case may be hit it from the same spot as your last shot.
