No.
You can see the options yourself - check out the "create tournament" button on you CC's homepage.
Be careful though:
- the "leave CC" button is right beside it - immediate action, dropping your membership,
- the action "create tournament" in the bottom of the page is immediate and irreversible.
Furthermore, some owners don't like wild tournaments created by members (I do!).
