I know if I were to make master and buy master clubs I am not able to use them in tiered tourney that I entered as a pro. Does that also pertain to the open tourneys like the open qualifiers?

The Open qualifiers are tierless events, so no, it doesn't matter if you gain a promotion midway through. You'll still be able to play with Master Tier clubs even if you posted a score in a lower tier.
