  No you can only tier up in matchplay by beating higher tiers.

  Not sure whether this applies at all tiers, maybe only TM's and above who get beat by lower tiers.. So a Pro beating a Master may not have any effect, someone can confirm perhaps.

  I am pretty certain this is for all tiers - I lost to a friend some time back ,he was a TP (gulp - I was Legend ) and he beat me and was tiered up to Master. He desperately wants to get to legend but he hasn't beaten me since :)

   have also read players s low as Amateur getting tiered up by beating Pros.
