Only he can answer that, but it just my guess with the high winds it could have given him a better angle at the pin. And we don't know what holes, how far from the green he was when he was in the rough or what the % was.

My view is in the rough u are less likely to get a crazy lie, and some holes on the back it is hard to avoid on the fairway. But with 40-50% most everywhere, if not worse it is a hard gamble.
When we played , on the back the short Par4 downhill with water across the front about 90 yards from pin, he hit first and went for the green. came up 40 yards short but dry. He had the R1, but I did the same and came up 50 yards short, would never have occurred to me to do that, we both birdied.
