How can you find out about a country club to see if you want to join it (assuming, of course, that one has been invited...)?  And what if you  join a club that you later discover that you no longer want to be a member?  Can you 'get out'?  Thanks.

You find out by joining, and you may leave without a trace.

You can apply to join any of them, there are hundreds. And like Alosso alluded to there is a button at the top of the club page that says Leave Club, hit it and you're out.

Some clubs claim to have a certain amount of members but on inspection some of those haven't played for months or even years.

Go to the cc site that you are interested in and scan through the membership list. Things to look for are when members played their last rounds, members in your tier, country they are from. If most of the members are legends, it might be hard to find a mentor. Once you become a member, try to become friends with some of the active members and play AS or matches with them. If they are open to playing with you and give you tips to improve, you might be a good fit for the club. If you are ignored, get out and try another club. CC's can be nice and are a way to making friends on WGT. Golf, afterall, is a friendly game with a lot of time to talk as you walk the course, and this applies to the WGT as well.
