Inconsistencies? I think not, it seems more of the norm.
However the only way to stop it happening is to refrain from playing, in particular RGs where this seems to occur more often.
But will it deter players playing RGs? Of course not as this is how many can pay for balls. Others it is just a gambling habit or addiction, for others the thrill or challenge.
The caveat is, you know the risks before rolling the dice, so if the dice don't roll well, don't moan about it.
That said I do not agree that it should be a lottery, after all WGT do promote it as a game of skill.
