I'd suggest wedges first, then woods, those irons will last a while longer.

+1 good advice from Courteney and to expand a bit:

Looking at your scrambling and sand save stats I would recommend ditching the hybrid and picking up 3 nicely spaced wedges to help your approaches.  I've had good luck with the Clevelands (levels 26+) and still use them.

The other thing about getting close to the flag (and slowing the meter a bit) is considering something other than starter balls, maybe someone can recommend a good value sleeve for you, rather than the more expensive balls (which are great but I still cringe when I get close to losing one).

See how you do with that and wait a few levels...  your game should improve and your purchase options for irons etc will expand.  If you are really keen on spending money now for an iron set, consider the G20 full set (59+) to save a couple hundred credits and make things more relaxed by including a good  fairway wood and driver.

Look at the clubs first: All Starters.

Thus, it might be difficult to fit three wedges below a 90 yds PW ;)

My 2 Pfennig: Two short wedges now (50/75 or 60/80 yds), and the third (+-100) later, with a custom iron set. This provides the opportunity to buy a better third one, adding more stopping power.

Another budget improvement would be a 3WD (e.g. the G20), easily outdriving the Starter driver.

Regarding the balls, any custom ball is better by miles. Just start with the 10 credit cheapos - small deal, big win!

And a warning: Any improvement in equipment will lead to Master tier, making more buys necessary.

    Edit: Typo

Get you a couple of Ping wedges , as they are cheaper than the clevelands , and play just as well .Be mindful when upgrading , that you want to make them last , for as long as possible . You dont want to waste your credits , as you upgrade . Also you can upgrade , with out spending an arm or leg , in doing so . Have fun , and hope this helps . Happy Swinging :-)

Agreed. I sent Baldace a couple of sleeves I found useful at his current tier. G13-S. Bit slower meter should make dings a more frequent occurrence.

Enjoy. They aren't that expensive and are fairly durable.

Most welcome. I think you'll like the slower meter. I know it's always been a concern for me and mine old eyes.
