There is nothing in the TOS that says people have to play ranked rounds or multiplayer or anything at all. They could sign up and just play practice rounds for a year straight using starter gear or they could use level boosts and xp boosts to get there and again not play Ranked Rounds. Your tier and average are only calculated by ranked and scored games, not practice rounds
The challenge is most legitimate new players would not have the insight, where with all, or patience to do this and wouldn't have a reason to do it. Secondly, unless they are using their own hard earned cash to buy credits to get the level and xp boosts, then it means they are getting it from another account, mostly likely their own.
More than likely it is a player who has been laying for a while. The have either gotten to Tour legend and are bored or they have reached their own plateau and can't get any further on their original account. So they start a second account, play it as much as they can without tiering up, get to 94 and gift or pass credits to this account so they can buy all the best equipment and play from forward tees with it, basically beating everyone in those lower tiers cuz they have far superior equipment.
So as HW says they are a sandbagger for sure and mostly likely multi accounting as well
