I know It can effect direction of putts. But can it effect putt strength just had a 2.8 ft put go by by 21+ft. I'm 100 percent positive I had it on the 15ft putter scale I use a level 70 versa putter and barely hit the thing about 3ft. Also any strange replays and explanations of how vem is effecting your shots with what u actually hit and the replay showing how vem effected your shot would be nice to see. VEM does affect direction of putts, and the most likely explanation is that it was on the wrong scale, but if not it could be a couple other things. For example, if you're on Legend tourney greens and it's downhill (assuming it was) 2in or so, it could end up rolling by six feet by if you didn't get the break right. 21ft, I don't know, it must be that your ball caught a ridge and rolled down it, that's the only possible thing besides being on the wrong scale, which you claim you weren't.
VEM is hard to just see in replays, but what it basically is, and this is similar to something Icon said, if two players are hitting 190 to the hole with the exact same spin and distance, no wind, the balls would land on top of each other. VEM randomizes it a bit, not so much as 30ft apart, but you get my point. Also, I do believe sometimes VEM affects a dinged shot starting out off-line, where then it would be 30ft and more away.
