  A practice area/driving range for all game aspects would be nice. Putting green/driving range/bunkers/rough. Short game facility.

  It's not available - most probably (99% guess) in permanence.

  Practice on the courses, in rated or practice mode. Short game practice is best available on the Par3 - just miss the greens voluntarily.

  Play a practice round and take advantage of the mulligan option. You can have a do over up to 9 times

  This has been 'suggested' on a routine basis, often several times per week, pretty much since WGT's first days online back in 2008. 

  Use Practice game mode and the Mulligans option. The Mulligan option is a fairly recent addition to Practice game mode.
