Run out of ideas on this , does look like a little like Alan Coren , but he's dead .
So on the basis , that he appears to have a bald head and a bit of a pointy nose ..my final guess is Mr Burns , from the Simpsons..:)
my last guess as it's a very clear pic but I still have no idea who it is and this guy is the closest thing in real life to Mr. Burns ...
