Tim-You're not a Hack to the pro shop. That "Hack" means anybody can buy the club. It's a minimum tier requirement to purchase that particular, unlocked club.
The equipment becomes available to you based on your levels. That info is also noted on the club spec page. Anything you see locked stays that way until you reach the level it specifies. Hope this helps.
