Both my husband and I enjoy WGT golfing on our iPads, not due to any advantage which we have discovered directly. Indirectly, those that play PC "live" typically have 'helper' spreadsheet to calculate best angle given wind and slant conditions for putting. If you are suggesting a handicap, I don't see why, since there are restrictions that "Mobile" players already have imposed, but not for those playing on a browser.
Most recently, I've submitted a support ticket based upon playing CC Tournaments which simply are not visible on my iPad and were only playable on PC. If one desires to compare dexterity of touchscreen vs mouse clicking with Windows {or Mac} - okay, then you may have slight point based upon the interface differences.
Aside from available club selections, (I still use the level WGT House set), better Golf Ball(s) and any given random inplay factors, I'd rather swing on the iPad than my iPhone's even "smaller" screen, but simply based on keeping daily login bonus. Yes, I would rather play on the iPad with finger taps than timing my mouse click jitters on PC.
I don't find my round scores overtly better because of using my iPad. Many other "games" I play are rolled-up as Mobile App and (Facebook) PC. I still get the same 2 Cards down playing Poker and can win or loose just as often on either device. ;-)
