  Are supposed to be allowed to sign up now?

   

  When I click the link, it just tells me I'm already a member...no tourney sign up shown.

  The tournament will be posted in the tournament page.  There is no special sign up needed.  If you are nation member you will be able to enter the tournament right away.  It is three rounds though so if you don't enter the first day you won't be able to enter the next 2 rounds.

  The signing up part was to become a nation member, if you weren't one already.  It wasn't a sign up for the tourney as it won't start for a couple of weeks.  

   

  At least it's how I interpreted it.
