Yes, but not so directly.
The 2 values do compliment each other. Wind direction and speed, landing slope (upgrade/downgrade), terrain type (fairway/rough) uphill/downhill roll, Ding hit or off Ding hit, full swing or partial swing, etc.
Downwind shots won't spin as much as upwind shots. Shots that land on a green that slopes against the line of ball flight will back up a lot more than shots that land on a green that slopes with the line of ball flight .
You will get the most spin shooting against the wind, dialing in full backspin on the ball, and landing on a down slope that is facing you. You get the least spin shooting with the wind dialing in top spin on the ball, and landing on a down slope that is facing away from you.
