Even for this year they will be in a limited time edition as USGA courtesy.

Free it is. But next time when you announce something like this, you can add "We regard mobile users as second class citizens and it will not be available to you".
What does ot help if you can equip it, but it does not show on the mobile version?

I received the female avatar as well and was very glad to get it. Even though I am a male I play with a female avatar. A lot of people know that the putting scales are different for male and female avatars. I started using a female avatar because I liked the female scales better. This was before putter pal was introduced. Even though I use putter pal now I had invested so many credits buying female avatars I stuck with it.
