I have a couple of questions
If a member of a CC is not contributing to the club but is reaping the benefits will that member lose access to the benefits onced removed?
And when moving up a tier do I have to maintain my shot average to stay at that tier or will I drop if my average goes above that tier requirement

TopShelf's answer is correct. Can't go back down.
But be aware, average starts anew in new tier. All previous scores are erased. The rest of stats carry over.

It's common that a player's average rises after the tier-up,
1) because of the tier's new challenge (longer tees and/or faster greens),
2) because, for a while, all scores will count in, as the scores counter resets, too.(un-saturated average).
