  Please can you explain why players of Legend status cannot gift items between members of the same ranking.

  Of course, you realize that gifting to other players is determined by level and not tier (unless the item also states a specific tier as some of the balls do).

  Of course, Legends may gift Legends - with limits:

  This points to the possible answer:

  Apart from the level requirements (of the receiver!), tiered items from a certain tier (Tour Pro? Master?) cannot be gifted. So, no Legend balls on the table of presents...
