All online stores on the Internet would need to close shop right away if they were that paranoid about the potential misuse of credit cards. I believe that, in both instances (exclusion of kids & international players), we can see examples of a Legal department's concerns overruling the concerns of other corporate departments, most notably Sales, and overruling even plain old common sense.
