A lot of us would like longer than 90 seconds and not have to worry about the number of times we can go over. Make it like 180 seconds. If people don't want that long they can see before hand and not join.
60 seconds and 2 timeouts (standard) is more than adequate- otherwise it is like watching paint dry- and everyone is subject to same, reasonable limits.

Sometimes I would just like to have a few minutes longer game to chat with someone on skype, but not another 45 minutes longer that is another 9.
