People not putting last putt and getting birdies!!!!!!

  Hi,

  I was amazed to see a guy I had beat, not putt out on 18...and he was awarded with a birdie......and he tied me.....what is that?  He should have had to putt that out and get a par and I would beat him by 1!!!!!!!!!!!!!!!!!!!!!!!!

  Please penalize those that do that....you can't give them a bird on that....he probably would have got a bogey!
