We all see some of those...at all levels I think. The June multiround over 36 holes was won by 22 shots at Pro Level. There were prizes for top 3, and I came 4th...but rather than getting bitter I need to get better! :-)
It will always happen because it is hard to prove if someone has prior accounts. Although some people's user names (that refer to meters and such!) suggest they probably do!
Depends how seriously you take it...
27 on starting clubs is possible...I've managed 31 and left a few out there...add in a lucky eagle and it's not impossible.
