    Is there a driving range or putting green for practice.  If not I think these would make a great addition to the game.

    There is not, and odds are it will never happen.

    Also... If you're looking for a good green to test green speeds on, then check out #1 at Kiawah. It's pretty flat and you'll get some pretty good practice in on it. You can  take 10 strokes maximum per hole, so you should be able to get 5 or 6 good putts for practice.
