  Is the owner the only one who can make a Course Buildr Torunament..???????

  Only by default. The owner, in the CC's owner tools, may set the permissions
  - to manage Custom Courses (=build, change and delete them), and
  - to publish tournaments with Custom Courses (=use the Course Builders)

  for any membership group (Recruits etc.), at his/her discretion.

  Yes by default

  But he can avail  option of custom course tournaments to others by 

  Owner tools 

  Manage custom courses ( select whatever tiers he wants to avail this option)

  Publish custom courses ( select whatever tiers he wants to avail this option)
