4.5' putt for bird.  0 elevation but arrow is up.  Champion greens.  So i hit it 4.7 feet and it comes up short.  How the f does that happen?  Is there any reasonable explanation aside from deeply flawed update that must have just happened.

Did you move the arrow past the hole to see if the elevation changed? Sometimes the marker, at the hole will show one thing but if you move the marker another few inches it will show another.

I am nowhere  near the putter that some of these players are ( i have the stats to prove it LOL ) but I was always told to add additional strength ( at least 1 foot ) when putting uphill to avoid coming up short.

Yep, +1, Don, well said. I once read somewhere in these forums that the elevation is measured from the centre of the ball. So if the indicated elevation is 0, it's actually uphill. Someone please correct me if I'm wrong.

1 inch of elevation can support a variety of different slopes. The slope can get relatively steep in a very short length. Some holes you really have to add several percent more power than normal, there is a hole on BPB on the back 9 that is like that and a few others.

I have read somewhere, many moons ago.  Even if it say 0, treat it as a 1.  So 0 up add 1.  0 down subtract 1.

Plus it is always a good idea when you see the 0, move the aim triangle in front of and beyond the hole, to see if the elevation changes.

On short putts like that I have always treated that up/down arrow as a hint of sorts. If it points up, err on the side of caution and hit it harder, like 2 feet past. If it's down, be careful of blowing it by.
