This is true. The likelyhood is the players in your CC, with an average under 55, who haven't been bumped up yet haven't played since the update.
How many rounds does it now to take become Tour Champion and at what average?
Then, I am definitely not sure. We have a couple of players below a 55 average that have not moved up to Tour Champion. Maybe, you have to have played a lot of rounds also?

Nobody mentioned the green speeds. By the looks of it, 14 could be the default speed for TCs.
