These are my thought on how wind effects putts on here. YMMV
Generally you don't have to worry about the wind with putting until you get in the 18+MPH range. And from 10 feet in you can mostly ignore it unless it's very strong 24-25 or so.
The ball WILL roll a bit less putting into the wind. add a touch more. IT's all about feel. On long downhill putts where you are trying to lag it down, even a 10MPH wind can leave you short.
Putting with the wind is slightly different, it's not necessarily going to make the ball roll more, BUT the ball seems to break a little bit less. Ever have a 5-8 footer that read with a little break, you play the break and it dosen't break?... I bet you had a tailwind on that putt!
Putting into a crosswind doesn't seem to effect straight putts except for longer ones outside of 15 feet or so, and the effect isn't great. But a crosswind can hold a put against a break - even on like a 8-9 foot bender. If the wind is with the break, you simply have to be ultra precise with the speed - or you might lip it out.
