For example, this cant be -4 elevation when you looks at it. Pure dowhill !

That -4 change in elevation is the difference between where you are standing and where the hole is. It doesn't say anything about what happens along the way.

From your example, it looks like the pin and you are on the same level (almost) but there's a big dip in the green before you get there.

+1 There`s a whole lot of real estate between you and the flag . Anything that can go wrong usually will with type of putt ,especially when playing high winds . The wind is going to have some effect on that putt due to the distance .

So dont let the looks fool you . Thats what causes you to misread the putt . You`ll see one thing but its really something else . If you watch real golf its happens to the best of them every time .

Wonder if the OP is not realizing that is -4 feet not inches?

Mobile can apply spin on the green - PC cannot.

You can only judge elevation by the aimer elevation number and the colors on the putting grid.  Blue is higher than orange and red and it is all just relative.  You can click the little icon next to the aimer and lock the grid - then you can move it around to see the color changes showing relative elevations.

Visual looks are deceiving due to the limited number of camera locations.
