  Why I dont have pro level? I want to buy better driver and i need pro level. So i want to know when i will be pro.

  Also realize that "levels" and "tiers" are two different things. You level up by simply playing the game. Tiers are tied to your average (in general, but it is a bit more complicated than that).
  
  Regardless, the thing to remember about purchasing equipment is that you only need to consider what level you're at. If you're willing to spend the money, there are actually decent drivers now that any player can purchase (see the Titleist Level 0 driver).
  
  Personally, with where you're at right now, I probably wouldn't spend any money on equipment and simply concentrate on learning the game. But everyone needs to do what is best for himself or herself.

  Before that, you might consider a short wedge - 1000% better than the Starter wedges.

  "Pro tier driver"

  Actually, the second driver in the Pro Shop requires Pro tier. Yes, Pro tier.
  At 250 cr, it's very cheap but I'd consider it not worth the effort.

  At Level 23, there are much better drivers available, and if you are on a tight budget, consider a 3WD as a surrogate with extra bonus on the FW.

  "Tier promotion"

  For Pro tier, you need six more ranked strokeplay rounds. With scores below 40, you will easily break the threshold in average.

  From your score history, it looks like you play on a mobile app. That means that you may be promoted by XPs and level.
