Players should be penalized one stroke only if they time out twice in a row

  I feel it can be remedied simply and effectively by including an "extension" option in the menu.

  It will add another 60 seconds.  That way if the player has left or is having connection issues, they will be penalized.  If they need more time to assess a tough putt or shot, they can extend their time.
