I don't know what TOPGOLF is or how to play it, nor do i wish to be in a competitive situation wasting my time and yours. Is there not a place to practice the short shots?(flops, pitches etc.)

My suggestion would be to play a round in Practice mode on a course with a relatively flat 1st green (eg. Bethpage #1 or Kiawah #1). That way you can take mulligans to practice those shots.
St Andrews is mostly flat, too.
A Par3 course like Bo3 or Bandon may be a good advanced option (with elevations) as you need only one shot to be next to the green.
