It's the tier, as you may know. In ranked or rated play, Legends and Masters play from different tees, and, as a rule of thumb, the averages lead to just comparisons.

It's by the tiering rules, and a good score in ranked strokeplay will inevitably bring him closer to Tour Master, and ,next, Legend.
Mind you the saturation number for Masters is only 40!
